 íà÷àëå 1980-õ ãã. â ÂÂÑ åâðîïåéñêèõ ñòðàí ñëîæèëàñü íåïðîñòàÿ ñèòóàöèÿ: èñòðåáèòåëè ïåðâîãî è âòîðîãî ïîêîëåíèÿ, â áîëüøèõ êîëè÷åñòâàõ ïîñòóïàâøèå íà âîîðóæåíèå â 1950- 1960-õ ãã. è ñîñòàâëÿâøèå îñíîâó ñàìîëåòíîãî ïàðêà, ìîðàëüíî è ôèçè÷åñêè óñòàðåâàëè.  ÷àñòíîñòè, â ÂÂÑ ÔÐà òðåáîâàëè çàìåíû ñàìîëåòû Ëîêõèä F-104O "Ñòàðôàéòåð" è Ìàêäîííåëë-Äóãëàñ F-4F "Ôàíòîì"2, â áðèòàíñêèõ - F-4K/M è ÂÀÑ "Ëàéòíèíã", â èòàëüÿíñêèõ - Ëîêõèä F-104S è Ôèàò G-91. ÑØÀ, â ïðîøëîì îñóùåñòâëÿâøèå â Åâðîïå àêòèâíóþ ýêñïàíñèþ â îáëàñòè ïîñòàâîê àâèàöèîííûõ âîîðóæåíèé, ñòàëè óñèëåííî ðåêëàìèðîâàòü ñâîè íîâûå ñàìîëåòû, â ÷àñòíîñòè Äæåíåðàë Äàéíýìèêñ F-16. Íî åâðîïåéñêèå ñòðàíû ñ ðàçâèòûì àâèàñòðîåíèåì íå óñòðàèâàëà çàêóïêà ñàìîëåòîâ, èçãîòîâëåííûõ â ÑØÀ, â ÷àñòíîñòè, èç-çà ïàäåíèÿ íàöèîíàëüíîãî ïðåñòèæà, à òàêæå íåæåëàíèÿ òåðÿòü ðàáî÷èå ìåñòà â òàêîé íàóêîåìêîé îòðàñëè ïðîìûøëåííîñòè, êàê àâèàñòðîåíèå. Êðîìå òîãî, òðåáîâàíèÿ ÂÂÑ ÑØÀ îòëè÷àëèñü îò åâðîïåéñêèõ, ãäå íóæäàëèñü, â ïåðâóþ î÷åðåäü, â ñàìîëåòå ÏÂÎ, òîãäà êàê àìåðèêàíöû ïðåäëàãàëè èñòðåáèòåëü, îðèåíòèðîâàííûé â çíà÷èòåëüíîé ñòåïåíè íà ðåøåíèå óäàðíûõ çàäà÷ è íåñïîñîáíûé íåñòè ÓÐ êëàññà âîçäóõ - âîçäóõ ñðåäíåé äàëüíîñòè.  ýòèõ óñëîâèÿõ åâðîïåéñêèå ãîñóäàðñòâà àêòèâèçèðîâàëè èññëåäîâàíèÿ ïî áîåâûì ñàìîëåòàì ñîáñòâåííîé êîíñòðóêöèè.  ÷àñòíîñòè, â Âåëèêîáðèòàíèè íà÷àëèñü ðàáîòû ïî èñòðåáèòåëþ ñ èíäåêñîì Ð-106, êîòîðûé äîëæåí áûë èìåòü àýðîäèíàìè÷åñêóþ ñõåìó "óòêà", òðåóãîëüíîå êðûëî è îäèí äâèãàòåëü. Ðàñ÷åòíàÿ ñêîðîñòü ñîîòâåòñòâîâàëà Ì = 1,8, âçëåòíàÿ ìàññà ïðèáëèæàëàñü ê 10 ò, à äëèíà ðàçáåãà è ïðîáåãà äîëæíà áûëà ñîñòàâèòü 400 ì. Âîîðóæåíèå ñàìîëåòà Ð-106 âêëþ÷àëî äâå ðàêåòû "Ñêàéôëýø", êðîìå òîãî, ïðåäóñìàòðèâàëîñü è îðóæèå äëÿ àòàê íàçåìíûõ öåëåé. Îäíàêî ôèðìà ÂÀå, ïðåäëîæèâøàÿ ïðîåêò Ð-106, â 1981 ã. ñâåðíóëà ïðîãðàììó, òàê êàê ÂÂÑ Âåëèêîáðèòàíèè îòäàâàëè ïðèîðèòåò èññëåäîâàíèÿì â îáëàñòè ñîçäàíèÿ íîâîãî ñàìîëåòà ÑÂÂÏ.

 ÔÐà ôèðìû ÌÂÁ è Äîðíüå â ýòî æå âðåìÿ çàíèìàëèñü èññëåäîâàíèåì îáëèêà ñàìîëåòîâ äëÿ Ëþôòâàôôå, êîíöåïòóàëüíî áëèçêèõ ïðîåêòó Ð-106. Ì ðàçðàáîòàëà àâàíïðîåêò èñòðåáèòåëÿ TKF, âûïîëíåííîãî ïî ñõåìå "óòêà", ôèðìà Äîðíüå ïðåäëàãàëà âàðèàíòû èñòðåáèòåëÿ ñõåìû "áåñõâîñòêà" è íîðìàëüíîé àýðîäèíàìè÷åñêîé ñõåìû. Íàèáîëåå ïåðñïåêòèâíûì îêàçàëñÿ ïðîåêò ïî ñõåìå "áåñõâîñòêà" ND102, ðàáîòû ïî êîòîðîìó âåëèñü ñîâìåñòíî ñ ôèðìîé Íîðòðîï (ÑØÀ).

Âî Ôðàíöèè ðàçðàáîòêîé áëèçêîãî ïî õàðàêòåðèñòèêàì ñàìîëåòà çàíèìàëàñü ôèðìà Äàññî-Áðåãå.  1983 ã. íà Ïàðèæñêîì àâèàñàëîíå äåìîíñòðèðîâàëñÿ ìàêåò ýòîãî ñàìîëåòà, ïîëó÷èâøåãî íàèìåíîâàíèå ÀÑÀ. Îí áûë âûïîëíåí ïî ñõåìå "óòêà", â êà÷åñòâå ñèëîâîé óñòàíîâêè âûáðàëè äâà äâèãàòåëÿ Äæåíåðàë Ýëåêòðèê F-404. Ïëàíèðîâàëîñü ñîçäàòü ñóõîïóòíûé è ïàëóáíûé âàðèàíòû.

Âñå ïåðå÷èñëåííûå âûøå ïðîåêòû èìåëè ìíîãî îáùåãî: ñàìîëåòû, îðèåíòèðîâàííûå â ïåðâóþ î÷åðåäü íà âåäåíèå áîðüáû çà çàâîåâàíèå ïðåâîñõîäñòâà â âîçäóõå è îáåñïå÷åíèå ÏÂÎ, îòëè÷àëèñü îòíîñèòåëüíîé ïðîñòîòîé, äåøåâèçíîé, ìàëîé âçëåòíîé ìàññîé, âûñîêîé òÿãîâîîðóæåííîñòüþ, âîçìîæíîñòüþ ïðèìåíåíèÿ ðàêåò êëàññà âîçäóõ - âîçäóõ ñðåäíåãî ðàäèóñà äåéñòâèÿ, êîðîòêèìè âçëåòîì è ïîñàäêîé.

 1981 ã. ôèðìû ÂÀå (Âåëèêîáðèòàíèÿ), Ì (ÔÐÃ) è Àýðèòàëèÿ (Èòàëèÿ) îáúåäèíèëè óñèëèÿ, à òàêæå íàðàáîòàííûå òåîðåòè÷åñêèå è òåõíè÷åñêèå ðåøåíèÿ äëÿ ñîçäàíèÿ åäèíîãî áîåâîãî ñàìîëåòà, ñïîñîáíîãî çàìåíèòü óñòàðåâàþùèå ìàøèíû â ÂÂÑ ýòèõ òðåõ ñòðàí. ×åðåç ãîä, â ñåíòÿáðå 1982 ã., íà àâèàñàëîíå â Ôàðíáîðî áûë ïðåäñòàâëåí ìàêåò èõ ñîâìåñòíîãî "äåòèùà" - èñòðåáèòåëü, ïîëó÷èâøèé îáîçíà÷åíèå ÀÑÀ (Agile Combat Aircraft - âûñîêîìàíåâðåííûé áîåâîé ñàìîëåò). Ïëàíèðîâàëîñü, ÷òî ñ 1989 ã. îí äîëæåí çàìåíèòü â ñåðèéíîì ïðîèçâîäñòâå ñàìîëåò Ïàíàâèà "Òîðíàäî". Ïðåäïîëàãàëîñü, ÷òî ïî êîíñòðóêöèè èñòðåáèòåëü, ðàññ÷èòàííûé íà ñêîðîñòü ïîëåòà Ì = 2, áóäåò âåñüìà ïðîñò, à â ìàíåâðåííîì áîþ íà ãîðèçîíòàëè ïðåâçîéäåò áîëüøèíñòâî ñóùåñòâóþùèõ ìàøèí ñâîåãî êëàññà.

Ñ öåëüþ óäåøåâëåíèÿ ÍÈÎÊÐ ïðåäïîëàãàëîñü îñíàñòèòü ÀÑÀ íåêîòîðûìè óçëàìè, àãðåãàòàìè è ñèñòåìàìè îò ñàìîëåòà "Òîðíàäî" (â ÷àñòíîñòè, äâèãàòåëÿìè Òóðáî-Óíèîí RB199 òÿãîé ïî 8800 êãñ, ÷òî îáåñïå÷èâàëî áû òÿãîâîîðóæåííîñòü 1,2).

 1983 ã. ðàáîòû ïî åâðîïåéñêîìó èñòðåáèòåëþ âûøëè íà êà÷åñòâåííî íîâûé óðîâåíü: 16 äåêàáðÿ íà÷àëüíèêè øòàáîâ ÂÂÑ ÔÐÃ, Âåëèêîáðèòàíèè, Ôðàíöèè, Èòàëèè è Èñïàíèè ïðèøëè ê ñîãëàøåíèþ îá îñíîâíûõ òðåáîâàíèÿõ ê íîâîìó ñàìîëåòó, íàçâàííîìó ïåðâîíà÷àëüíî FEFA (Future European Fighter Aircraft - ïåðñïåêòèâíûé åâðîïåéñêèé ñàìîëåò-èñòðåáèòåëü). Âïîñëåäñòâèè àááðåâèàòóðà áûëà çàìåíåíà íà EFA. Áûë îáðàçîâàí êîíñîðöèóì Åâðîôàéòåð ñî øòàá-êâàðòèðîé â Ìþíõåíå.  íåãî âîøëè ôèðìû DASA (ÔÐÃ), ÂÀå (Âåëèêîáðèòàíèÿ), Àëåíèÿ (Èòàëèÿ), Äàññî-Áðåãå (Ôðàíöèÿ) è ÑASÀ (Èñïàíèÿ).

Òàêòèêî-òåõíè÷åñêèå òðåáîâàíèÿ ê ïðîåêòèðóåìîìó ñàìîëåòó ïðåäóñìàòðèâàëè îñíîâíîå åãî íàçíà÷åíèå â êà÷åñòâå ïåðåõâàò÷èêà ñ âîçìîæíîñòüþ íàíåñåíèÿ óäàðîâ ïî íàçåìíûì öåëÿì. Äëÿ äîñòèæåíèÿ âûñîêîé ãîðèçîíòàëüíîé è âåðòèêàëüíîé ìàíåâðåííîñòè êàê íà äîçâóêîâîé, òàê è íà ñâåðõçâóêîâîé ñêîðîñòè ïðåäóñìàòðèâàëàñü îòíîñèòåëüíî ìàëàÿ íàãðóçêà íà êðûëî, âûñîêàÿ ñòåïåíü ñòàòè÷åñêîé íåóñòîé÷èâîñòè è òÿãîâîîðóæåííîñòü áîëåå 1.

Ôîðìèðîâàíèå îáëèêà èñòðåáèòåëÿ EFA íà÷àëîñü â èþëå 1984 ã. è çàâåðøèëîñü ê ñåíòÿáðþ 1986 ã. Áûëî ðåøåíî ñòðîèòü îäíîìåñòíûé ñòàòè÷åñêè íåóñòîé÷èâûé ñàìîëåò ïî ñõåìå "óòêà" ñ öåëüíîïîâîðîòíûì ÏÃÎ, îñíàùåííûé ÝÄÑÓ. Ñèëîâàÿ óñòàíîâêà äîëæíà áûëà ñîñòîÿòü èç äâóõ ÒÐÄÄÔ. Íîâèíêîé ÿâèëîñü ïðèìåíåíèå òàê íàçûâàåìîãî "óëûáàþùåãîñÿ" ïîäôþçåëÿæíîãî íåðåãóëèðóåìîãî âîçäóõîçàáîðíèêà, îáåñïå÷èâàþùåãî ïî ñðàâíåíèþ ñ âîçäóõîçàáîðíèêîì ïðÿìîóãîëüíîãî ñå÷åíèÿ ìåíüøóþ ÝÏÐ. Ïðèíÿòàÿ àýðîäèíàìè÷åñêàÿ ñõåìà â ñî÷åòàíèè ñî ñòàòè÷åñêè íåóñòîé÷èâîé êîìïîíîâêîé è ÝÄÑÓ, ïî ðàñ÷åòàì, äîëæíà áûëà îáåñïå÷èòü ðîñò ïîäúåìíîé ñèëû íà 30% è ñíèæåíèå ëîáîâîãî ñîïðîòèâëåíèÿ íà 35%.

Îäíèì èç ãëàâíûõ òðåáîâàíèé ê íîâîìó ñàìîëåòó áûëî äîñòèæåíèå âûñîêèõ óãëîâûõ ñêîðîñòåé ðàçâîðîòà íà äîçâóêîâîé è ñâåðõçâóêîâîé ñêîðîñòè, à òàêæå íàëè÷èå áîëüøîãî ðåçåðâà òÿãè ïðè ïîëåòå íà êðåéñåðñêîì ðåæèìå.

Ñàìîëåò EFA äîëæåí áûë èìåòü ñïîñîáíîñòü âåñòè ðàêåòíûé áîé íà ìàëûõ è ñðåäíèõ äèñòàíöèÿõ ñ ñîõðàíåíèåì âîçìîæíîñòè íàíîñèòü óäàðû ïî íàçåìíûì öåëÿì. Ïðè ýòîì, ðóêîâîäñòâóÿñü îïûòîì ëîêàëüíûõ âîéí 1960-80-õ ãã., áûëî ïðèíÿòî ðåøåíèå î çíà÷èòåëüíîì óâåëè÷åíèè ÷èñëà ðàêåò íà áîðòó. Ïðåäóñìàòðèâàëàñü òàêæå óñòàíîâêà ïóøêè äëÿ áëèæíåãî áîÿ.

Âïåðâûå â ïðàêòèêå åâðîïåéñêîãî àâèàñòðîåíèÿ íà ñàìîëåòå EFA íàøëà ïðèìåíåíèå, ïðàâäà â âåñüìà îãðàíè÷åííûõ ìàñøòàáàõ, òåõíîëîãèÿ "Ñòåëå". Ïîíèæåíèþ óÿçâèìîñòè â áîþ òàêæå ñîäåéñòâîâàëà ðàçâèòàÿ ñèñòåìà ÐÝÁ. Äëÿ ýòîãî ñàìîëåòà ðàçðàáàòûâàëàñü ñèñòåìà DASS (Defense Aids Sub System), ïðèçâàííàÿ ñíèçèòü âåðîÿòíîñòü ïîðàæåíèÿ ñàìîëåòà ðàêåòàìè êëàññà çåìëÿ - âîçäóõ â óñëîâèÿõ âûñîêîé íàñûùåííîñòè ñðåäñòâàìè ÏÂÎ, ñâîéñòâåííîé åâðîïåéñêîìó ÒÂÄ.

Ïðè ðàçðàáîòêå èñòðåáèòåëÿ ðàâíûå ïðèîðèòåòû áûëè îòäàíû äîñòèæåíèþ âûñîêèõ ËÒÕ, àâòîíîìíîñòè â áîåâûõ óñëîâèÿõ, ñíèæåíèþ óÿçâèìîñòè, ïîâûøåíèþ íàäåæíîñòè è ðåìîíòíîé òåõíîëîãè÷íîñòè, à òàêæå ñíèæåíèþ ñòîèìîñòè æèçíåííîãî öèêëà. Òðåáîâàíèÿ è ñòàíäàðòû, ïðèìåíÿâøèåñÿ ïðè ñîçäàíèè íîâîãî ñàìîëåòà, áûëè çíà÷èòåëüíî âûøå, ÷åì ïðè ñîçäàíèè òàêèõ ñàìîëåòîâ, êàê "Òîðíàäî", F-15, F-16 è F/A-18.

Åùå íà ýòàïå ôîðìèðîâàíèÿ îáëèêà èñòðåáèòåëÿ EFA ìåæäó ñòðàíàìè - ó÷àñòíèöàìè ïðîåêòà âîçíèêëè ðàçíîãëàñèÿ ïðèíöèïèàëüíîãî õàðàêòåðà. Ôðàíöóçñêàÿ ñòîðîíà ñ÷èòàëà, ÷òî ñàìîëåò äîëæåí èìåòü íåñêîëüêî ìåíüøóþ ìàññó ïëàíåðà, òàê êàê ïðåäïîëàãàëîñü åãî èñïîëüçîâàíèå êàê â ñóõîïóòíîì, òàê è â ïàëóáíîì âàðèàíòå.  ñåíòÿáðå 1985 ã. ôðàíöóçû âûøëè èç êîíñîðöèóìà è íà÷àëè ðàçðàáîòêó ñâîåé ñîáñòâåííîé ïðîãðàììû "Ðàôàëü". Ïîñëå ýòîãî ñîáûòèÿ äîëè ñòðàí-ó÷àñòíèö ïåðåðàñïðåäåëèëèñü ñëåäóþùèì îáðàçîì: ÔÐà è Âåëèêîáðèòàíèÿ - ïî 33% (ïëàíèðîâàëîñü çàêóïèòü ïî 250 ñàìîëåòîâ), Èòàëèÿ - 21% (200 ñàìîëåòîâ) è Èñïàíèÿ - 13% (100 ñàìîëåòîâ).

Ïðåçèäåíòîì êîíñîðöèóìà ñòàë íåìåö Ê. Ôèøòìþëëåð, ãåíåðàëüíûì äèðåêòîðîì - àíãëè÷àíèí Äæ. Âèëëîêñ, à åãî çàìåñòèòåëåì - èñïàíåö Â. Ìåõèà.

Äëÿ äîñòèæåíèÿ âûñîêîé òÿãîâîîðóæåííîñòè EFA òðåáîâàëñÿ íîâûé äâèãàòåëü ñ âûñîêèì çíà÷åíèåì òÿãè ïðè ìàëîé ñîáñòâåííîé ìàññå. Åãî ðàçðàáîòêîé çàíÿëñÿ ñîçäàííûé â 1986 ã. êîíñîðöèóì Åâðîäæåò, â êîòîðûé âîøëè áðèòàíñêàÿ ôèðìà Ðîëëñ-Ðîéñ, íåìåöêàÿ MTU, èòàëüÿíñêàÿ Ôèàò è èñïàíñêàÿ Ñåíåð. Ïðîåêò äâèãàòåëÿ ïîëó÷èë íàèìåíîâàíèå EJ200.

Âî âòîðîé ïîëîâèíå 1980-õ ãã. èíòåðåñ ê ïðîãðàììå EFA ïðîÿâèë ðÿä ìàëûõ åâðîïåéñêèõ ñòðàí: Áåëüãèÿ, Äàíèÿ, Ãîëëàíäèÿ è Íîðâåãèÿ. Íî â óñëîâèÿõ ïîòåïëåíèÿ ìåæäóíàðîäíîé îáñòàíîâêè è çíà÷èòåëüíîãî óìåíüøåíèÿ âåðîÿòíîñòè âîéíû â Åâðîïå ýòè ñòðàíû ïðåäïî÷ëè ñîâåðøåíñòâîâàòü ïàðê ñàìîëåòîâ, óæå ñòîÿâøèõ íà âîîðóæåíèè, ÷åì çàêóïàòü íåäåøåâûå íîâûå ñàìîëåòû.

Ïðîãðàììà EFA ÿâèëàñü âûçîâîì ýêñïàíñèè àìåðèêàíñêîé òåõíèêè; íàâÿç÷èâî ïûòàÿñü ïðîäàòü â Åâðîïå ñâîè ñàìîëåòû F-16 è F/A-18, àìåðèêàíöû âñòðåòèëèñü ñ ðåøèìîñòüþ åâðîïåéöåâ ðàçâèâàòü ñâîþ àâèàïðîìûøëåííîñòü ñîáñòâåííûìè ñèëàìè.

Çíà÷èòåëüíîå ïðîäâèæåíèå ïðîãðàììû EFA áûëî äîñòèãíóòî ñ ïîìîùüþ ñàìîëåòà - "äåìîíñòðàòîðà òåõíîëîãèè" ÅÀÐ (Experimental Aircraft Program), ðàçðàáîòêà êîòîðîãî âåëàñü ñ 1983 ã. íà áðèòàíñêîé ôèðìå ÂÀå. Åãî èñïûòàíèÿ íà÷àëèñü â 1986 ã. Êàê è EFA, ÅÀÐ èìåë ñõåìó "óòêà", à â åãî êîíñòðóêöèè áûë âûñîê ïðîöåíò óçëîâ è äåòàëåé èç ïåðñïåêòèâíûõ ÊÌ, â ÷àñòíîñòè èç óãëåïëàñòèêà. Äëÿ óïðàâëåíèÿ ñòàòè÷åñêè íåóñòîé÷èâûì ñàìîëåòîì áûëà ïðèìåíåíà öèôðîâàÿ ÝÄÑÓ.  êàáèíå âìåñòî ïðèâû÷íûõ ýëåêòðîìåõàíè÷åñêèõ ïðèáîðîâ ñòîÿëè ìíîãîôóíêöèîíàëüíûå äèñïëåè íà ÝËÒ. Íà ÅÀÐ ïðîøëè èñïûòàíèÿ ìíîãèå òåõíè÷åñêèå ðåøåíèÿ, êîòîðûå ïëàíèðîâàëîñü ïðèìåíèòü âïîñëåäñòâèè íà ñåðèéíîì åâðîèñòðåáèòåëå. ÅÀÐ áûë ìåæäóíàðîäíûì ïðîåêòîì: äîëÿ Âåëèêîáðèòàíèè ñîñòàâëÿëà 76%, ÔÐà - 7% è Èòàëèè - 17%.

 1988 ã. áûë çàêëþ÷åí êîíòðàêò íà òåõíè÷åñêîå ïðîåêòèðîâàíèå è ïîñòðîéêó èñòðåáèòåëÿ EFA Ïî ñðàâíåíèþ ñ ÅÀÐ êîíôèãóðàöèÿ ñàìîëåòà ïðåòåðïåëà ðÿä èçìåíåíèé, â ÷àñòíîñòè êðûëî ñòàëî òðåóãîëüíûì, áåç ïåðåìåííîé ñòðåëîâèäíîñòè ïî ïåðåäíåé êðîìêå, ñ óãëîì ñòðåëîâèäíîñòè 53*. Áûë èçìåíåí òàêæå ïðîôèëü êðûëà, èçìåíåíèÿ ïðåòåðïåëà êîìïîíîâêà êàáèíû, óâåëè÷èëàñü ïëîùàäü îñòåêëåíèÿ, ïðè÷åì îáçîð ñòàë ëó÷øå, ÷åì íà ëþáîì àìåðèêàíñêîì ñàìîëåòå. Âîçðîñëà äîëÿ èñïîëüçîâàíèÿ ÊÌ â êîíñòðóêöèè ïëàíåðà.

Èçìåíåíèÿ ãåîïîëèòè÷åñêîé îáñòàíîâêè, âûçâàííûå ðàñïàäîì ÑÑÑÐ è Âàðøàâñêîãî Äîãîâîðà, íå ìîãëè íå ïîâëèÿòü íà ïàðëàìåíòû åâðîïåéñêèõ ñòðàí. Áûâøèé Ñîâåòñêèé Ñîþç íåëüçÿ áûëî ðàññìàòðèâàòü êàê èñòî÷íèê ñåðüåçíîé óãðîçû. Âñëåäñòâèå ýòîãî àññèãíîâàíèÿ íà îáîðîíó áûëè ñèëüíî ñîêðàùåíû.  ñðåäñòâàõ ìàññîâîé èíôîðìàöèè ñòàëè âûñêàçûâàòüñÿ ìíåíèÿ, ÷òî ïðîãðàììà åâðîèñòðåáèòåëÿ ââèäó åå âûñîêîé ñòîèìîñòè äîëæíà áûòü ñâåðíóòà.  Ãåðìàíèè äåëî óñóãóáëÿëîñü åùå è òåì, ÷òî ïîñëå îáúåäèíåíèÿ ÔÐà è ÃÄÐ â ñîñòàâ Ëþôòâàôôå âîøëè ñàìîëåòû ÌèÃ-29 ñîâåòñêîãî ïðîèçâîäñòâà, ïî ñâîèì õàðàêòåðèñòèêàì ïðèáëèæàþùèåñÿ, à êîå â ÷åì è ïðåâîñõîäÿùèå áóäóùèé EFA. Ãàçåòû ñîöèàë-äåìîêðàòè÷åñêîé îðèåíòàöèè âûñêàçûâàëè ìíåíèå, ÷òî ïîëåçíåå áûëî áû âûéòè èç êîíñîðöèóìà Åâðîôàéòåð è çàêóïèòü ó Ðîññèè â ñ÷åò ïîãàøåíèÿ åå âíåøíåãî äîëãà äîïîëíèòåëüíóþ ïàðòèþ ÌèÃîâ. Àìåðèêàíöû æå, ñòðåìÿñü íå óïóñòèòü ïîòåíöèàëüíûé ðûíîê, îïÿòü ñòàëè óñèëåííî ðåêëàìèðîâàòü â Åâðîïå ñâîè ñàìîëåòû F-15, F-16 è F/A-18. Îäíàêî ðóêîâîäñòâó ïðîåêòà óäàëîñü îòáèòü ýòó âîëíó íàïàäîê íà EFA.  äåêàáðå 1992 ã. ñîñòîÿëàñü âñòðå÷à ìèíèñòðîâ îáîðîíû ñòðàí - ó÷àñòíèö êîíñîðöèóìà EFA.  åå õîäå áûë ïðèíÿò ìåìîðàíäóì "Î âàæíûõ ýëåìåíòàõ ïîëèòè÷åñêîãî, âîåííîãî è ýêîíîìè÷åñêîãî ïîäõîäà â ñîçäàíèè íîâîãî åâðîïåéñêîãî èñòðåáèòåëÿ", â êîòîðîì áûë íàçâàí ñðîê ïîñòóïëåíèÿ ñàìîëåòà íà âîîðóæåíèå áðèòàíñêèõ ÂÂÑ - 2000 ã. è Ëþôòâàôôå - 2002 ã. Ñðîê ñëóæáû ñàìîëåòà áûë îïðåäåëåí ñ 2000 äî 2035 ã. Ïðîãðàììà ïîëó÷èëà íîâîå íàèìåíîâàíèå - EF2000. Áûëè ðàññìîòðåíû ïðîáëåìû ïîëèòè÷åñêîãî è âîåííîãî õàðàêòåðà, âñòàâøèå ïåðåä êîíñîðöèóìîì, òàêèå, êàê òðóäíîñòü âçàèìíîé óâÿçêè ðàáîò ìåæäó ñòðàíàìè-ó÷àñòíèöàìè, âîïðîñ ñåðèéíîãî ïðîèçâîäñòâà - îðãàíèçàöèÿ îêîí÷àòåëüíîé ñáîðêè â îäíîé èëè âî âñåõ ñòðàíàõ-ó÷àñòíèöàõ. Ïåðâûé âàðèàíò ïðèâëåêàòåëüíåå â ýêîíîìè÷åñêîì ïëàíå, âòîðîé æå íå óùåìëÿåò èíòåðåñû è íàöèîíàëüíûé ïðåñòèæ ñòðàí-ó÷àñòíèö. Âîåííûé àñïåêò ñâîäèòñÿ ê òîìó, ÷òî áîåâàÿ ñèñòåìà, íàñêîëüêî áû îíà íè áûëà ïðîñòà è äåøåâà, íå ìîæåò áûòü "ïðèçíàíà óñïåøíîé, åñëè ñ åå ïîìîùüþ íåëüçÿ îòðàçèòü ñóùåñòâóþùóþ óãðîçó, ñ ðàñïàäîì ÎÂÄ ñòàâøóþ ãîðàçäî áîëåå ìíîãîôàêòîðíîé è ìåíåå ïðåäñêàçóåìîé". Ýòè èçìåíåíèÿ äîëæíû áûëè áûòü ó÷òåíû â õîäå äàëüíåéøèõ ðàáîò ïî åâðîèñòðåáèòåëþ. Ïîìèìî ýòîãî ó ó÷àñòíèêîâ ïðîåêòà íà÷àëèñü òðóäíîñòè ñ ôèíàíñèðîâàíèåì, ÷òî âûíóäèëî èõ èñêàòü ïóòè óìåíüøåíèÿ ñòîèìîñòè ïðîåêòà íà 12-30%. Íåèçìåííûìè îñòàâèëè êîíñòðóêöèþ ïëàíåðà, êàáèíó è äâèãàòåëè. Íåñêîëüêî ñìÿã÷èëè òðåáîâàíèÿ ïî äàëüíîñòè è ïðîäîëæèòåëüíîñòè ïîëåòà, à òàêæå ïî âçëåòíî-ïîñàäî÷íûì õàðàêòåðèñòèêàì. Îñíîâíûå èçìåíåíèÿ êîñíóëèñü ÁÐÝÎ: îòêàçàëèñü îò îïòîýëåêòðîííîé ñòàíöèè ïåðåäíåãî îáçîðà, íåñêîëüêî óïðîñòèëè ÁÐËÑ, òåïåðü îíà ìîæåò ñîïðîâîæäàòü îäíîâðåìåííî øåñòü öåëåé âìåñòî äåñÿòè, à òàêæå ñèñòåìó ÐÝÁ. Êðîìå òîãî, áûëî ðåøåíî îòêàçàòüñÿ îò çàùèòû ñèñòåì ñàìîëåòà îò ýëåêòðîìàãíèòíîãî èìïóëüñà, òàê êàê ÿäåðíàÿ âîéíà ïðèçíàíà ñëèøêîì ìàëîâåðîÿòíîé.

 ðåçóëüòàòå ïåðåñìîòðà ïðîãðàììû ïîðòôåëü çàêàçîâ êîíñîðöèóìà Åâðîôàéòåð óìåíüøèëñÿ äî 607 ñàìîëåòîâ: 250 äëÿ Âåëèêîáðèòàíèè, 140 äëÿ Ãåðìàíèè, 130 äëÿ Èòàëèè è 87 äëÿ Èñïàíèè.

Ðàáîòû ïî ñàìîëåòó ðàñïðåäåëèëè òàêèì îáðàçîì: ôèðìà ÂÀå îòâåòñòâåííà çà ñáîðêó íîñîâîé ÷àñòè ôþçåëÿæà è ÏÃÎ, ôèðìû ÌÂÁ è Äîðíüñ - çà öåíòðàëüíóþ ÷àñòü ôþçåëÿæà è êèëü, êðûëî ïðîèçâîäèòñÿ ñîâìåñòíûìè óñèëèÿìè ôèðì CASA, ÂÀå è Àýðèòàëèÿ. Îêîí÷àòåëüíóþ ñáîðêó ïîêà ðåøåíî ïðîâîäèòü ïàðàëëåëüíî íà ÷åòûðåõ ëèíèÿõ ïî îäíîé âî âñåõ ñòðàíàõ - ó÷àñòíèöàõ êîíñîðöèóìà ñ òåìïîì 7-10 ñàìîëåòîâ â ìåñÿö.

27 ìàðòà 1994 ã. íà èñïûòàòåëüíîì àýðîäðîìå ôèðìû DASA áëèç Ìþíõåíà ïîñëå äîñàäíîé çàäåðæêè, âûçâàííîé ñáîåì ïðîãðàììíîãî îáåñïå÷åíèÿ ÁÖÂÌ, ñîñòîÿëñÿ ïåðâûé ïîëåò ïðîòîòèïà N 1 èñòðåáèòåëÿ EF2000, íàçâàííîãî DA1.  ìàå ïîëåòåë âòîðîé ïðîòîòèï, DA2, ñîáðàííûé â Âåëèêîáðèòàíèè. Ïðîòîòèïû N 3 è 7 ñîáèðàþòñÿ â Èòàëèè, ïðîòîòèï N 4 - äâóõìåñòíûé ó÷åáíî-áîåâîé ñàìîëåò - ïîñòðîåí â Âåëèêîáðèòàíèè. Ýòî ïåðâûé ïðîòîòèï ñ ïîëíûì áîðòîâûì êîìïëåêñîì âîîðóæåíèÿ. Ïðîòîòèï N 5 áóäåò ñîáðàí â Ãåðìàíèè, íà íåì âïåðâûå ïëàíèðóåòñÿ óñòàíîâèòü ÁÐËÑ ECR 90, a N 6 - â Èñïàíèè. Íà ïðîòîòèïå N 3 äîëæíà áûòü óñòàíîâëåíà ÷åòûðåõêàíàëüíàÿ ÝÄÑÓ øòàòíîé êîíôèãóðàöèè.  ñâÿçè ñ òåì ÷òî åå ãîòîâíîñòü ê ëåòíûì èñïûòàíèÿì çàäåðæèâàëàñü äî ôåâðàëÿ 1995 ã., ïåðâûé ïîëåò ýòîãî ïðîòîòèïà áûë ïåðåíåñåí ñ êîíöà 1994 ã. íà ìàðò 1995 ã. Íà ýòîì æå ñàìîëåòå âïåðâûå óñòàíîâëåíû äâèãàòåëè Åâðîäæåò EJ200 (ïåðâûå äâà ïðîòîòèïà îñíàùåíû ÒÐÄÖÔ Ðîëëñ-Ðîéñ RB199). Ïðîãðàììà ëåòíûõ èñïûòàíèé ñåìè ïðîòîòèïîâ ðàññ÷èòàíà íà 4500 ÷, ïðåäóñìàòðèâàåòñÿ ïðîâåäåíèå 4000 èñïûòàòåëüíûõ ïîëåòîâ. Óñòàëîñòíûå èñïûòàíèÿ çàéìóò 800 ÷, èõ ïëàíèðóåòñÿ ïðîâåñòè â Ãåðìàíèè, à ñòàòè÷åñêèå èñïûòàíèÿ - â Èñïàíèè. Êðîìå ñåìè ïðîòîòèïîâ â ïðîãðàììå áûëî çàäåéñòâîâàíî, âêëþ÷àÿ ñàìîëåò ÅÀÐ, ïÿòü äåìîíñòðàöèîííûõ ËÀ è ëåòàþùèõ ëàáîðàòîðèé (ËË), íà êîòîðûõ áûëè îòðàáîòàíû êîíñòðóêöèè ïëàíåðà, øàññè, äâèãàòåëåé è ÁÐÝÎ ñàìîëåòà. Íàïðèìåð, ÁÐËÑ äëÿ åâðîèñòðåáèòåëÿ èñïûòûâàåòñÿ íà ñàìîëåòå ÂÀÑ 111. Èñïîëüçîâàíèå ëåòàþùèõ ëàáîðàòîðèé ïîçâîëèëî ñýêîíîìèòü 850 ìëí. ôíò. ñò. è ñîêðàòèëî ñðîêè

ðåàëèçàöèè ïðîãðàììû íà ãîä, à òàêæå ïîçâîëèëî áåç êîììåð÷åñêîãî ðèñêà çàêëþ÷àòü êîíòðàêòû ñ ñóáïîäðÿä÷èêàìè è ñ áîëüøîé òî÷íîñòüþ ïðîãíîçèðîâàòü ËÒÕ áóäóùåãî ñàìîëåòà. ÍÈÎÊÐ ïî ïðîãðàììå EFA/EF2000 íè ðàçó íå çàìîðàæèâàëèñü. Ïî ìíåíèþ ðóêîâîäñòâà êîíñîðöèóìà, ïðîãðàììà åâðîèñòðåáèòåëÿ íàõîäèòñÿ, íåñìîòðÿ íà ôèíàíñîâûå çàòðóäíåíèÿ, â ãîðàçäî ëó÷øåé ôîðìå, "÷åì ëþáàÿ ïðîãðàììà ÍÈÎÊÐ íà àíàëîãè÷íîé ñòàäèè". Ïðîòîòèïû ñàìîëåòà ïðîõîäÿò èñïûòàíèÿ, ïîëíîñòüþ çàâåðøåíû ïðîäóâêè â àýðîäèíàìè÷åñêèõ òðóáàõ, îïðåäåëåíû õàðàêòåðèñòèêè EF2000.

Ïî ìíåíèþ ãåðìàíñêèõ ýêñïåðòîâ, èñòðåáèòåëü EF2000 â êîíôèãóðàöèè, ïðèíÿòîé äëÿ ãåðìàíñêèõ ÂÂÑ (áåç âñòðîåííîé ñèñòåìû DASS è òåïëîâèçèîííîé ñèñòåìû), ïî ñâîèì áîåâûì âîçìîæíîñòÿì óñòóïàåò ñàìîëåòó ÌèÃ-29Ì, êðîìå òîãî, ðîññèéñêèé èñòðåáèòåëü èìååò áîëåå âûñîêèå ËÒÕ.

Ãåðìàíñêèå ýêñïåðòû ðåêîìåíäóþò ïðîäëèòü ñðîêè ðåàëèçàöèè ïðîãðàììû EF2000, à äëÿ ñîõðàíåíèÿ áîåâîãî ïîòåíöèàëà ÂÂÑ ïðîâåñòè çàêóïêè "ïðîìåæóòî÷íîé" ïàðòèè èç 36 àëüòåðíàòèâíûõ èñòðåáèòåëåé çàðóáåæíîãî ïðîèçâîäñòâà.

Äîëþ ó÷àñòèÿ Ãåðìàíèè â ïðîãðàììå EF2000 íà ýòàïå ïðîèçâîäñòâà ïðåäëîæåíî ñîêðàòèòü ñ 30-33 äî 20%. Îäíàêî ýòî èäåò âðàçðåç ñ èíòåðåñàìè ÌÎ Ãåðìàíèè, íàñòàèâàþùåãî íà òîì, ÷òîáû ýòà äîëÿ ñîñòàâëÿëà îêîëî 30% âíå çàâèñèìîñòè îò êîëè÷åñòâà çàêóïàåìûõ èñòðåáèòåëåé. Ïðåäëîæåííûå ìåðû ñèëüíî óäàðèëè áû ïî ôèðìàì-ñóáïîäðÿä÷èêàì (äëÿ íåêîòîðûõ èç íèõ ó÷àñòèå â ïðîãðàììå EF2000 ÿâëÿåòñÿ âîïðîñîì âûæèâàíèÿ). Êðîìå òîãî, åñëè îò ÷åòûðåõ ñáîðî÷íûõ ëèíèé îòêàæóòñÿ â ïîëüçó îäíîé, ýòî óùåìèò èíòåðåñû îñòàëüíûõ ó÷àñòíèêîâ ïðîãðàììû, çàòðîíóâ, â ÷àñòíîñòè, âîïðîñû íàöèîíàëüíîãî ïðåñòèæà.

Ïåðâûé ñàìîëåò EF2000 äîëæåí ïîñòóïèòü íà âîîðóæåíèå ÂÂÑ Ãåðìàíèè ê 2002 ã. Äî ýòîãî îñíîâó åå ÏÂÎ áóäóò ñîñòàâëÿòü ñàìîëåòû ÌèÃ-29, à òàêæå óñòàðåâøèå èñòðåáèòåëè Ìàêäîííåëë-Äóãëàñ F-4F, ïðîøåäøèå ïðîãðàììó "óëó÷øåíèÿ áîåâîé ýôôåêòèâíîñòè" ñ íîâûìè ÁÐËÑ Õüþç AN/APG-65, öèôðîâûìè øèíàìè äàííûõ MIL STD 1553Â, ÈÍÑ Í-124, íîâûìè âû÷èñëèòåëÿìè âîçäóøíûõ äàííûõ, ñèãíàëèçàòîðàìè ïðåäóïðåæäåíèÿ î ïóñêå ðàêåò è ðàêåòàìè AIM-120 AMRAAM (íà ìîäåðíèçàöèþ ñàìîëåòîâ ýòîãî òèïà áûëî âûäåëåíî áîëåå 2 ìëðä. ìàðîê). Îäíàêî â íàñòîÿùåå âðåìÿ â ñâÿçè ñ ôèíàíñîâûìè òðóäíîñòÿìè çàêóïêè ÓÐ AMRAAM ñèëüíî óìåíüøåíû è ðàñòÿíóòû ïî âðåìåíè, ÷òî ëèøàåò ñàìîëåòû F-4F ñîâðåìåííîãî âîîðóæåíèÿ.  ýòîé ñâÿçè ñ òî÷êè çðåíèÿ êðèòåðèÿ "ñòîèìîñòü - ýôôåêòèâíîñòü" ïðåäñòàâëÿåòñÿ íåöåëåñîîáðàçíûì ðàñõîäîâàòü ñðåäñòâà íà ìîäåðíèçàöèþ èñòðåáèòåëåé "Ôàíòîì"Ï. Êðîìå òîãî, ýòè ñàìîëåòû äîðîãè â ýêñïëóàòàöèè. Èñòðåáèòåëè ÌèÃ-29 ââèäó èõ ìàëî÷èñëåííîñòè òàêæå íå ìîãóò èãðàòü ñóùåñòâåííîé ðîëè â îáåñïå÷åíèè ÏÂÎ Ãåðìàíèè. Èñõîäÿ èç ýòîãî, ýêñïåðòàìè áûëè ïðåäëîæåíû ñëåäóþùèå ïóòè ðåøåíèÿ ïðîáëåìû:

  • ïðîãðàììà ìîäåðíèçàöèè ñàìîëåòîâ F-4F äîëæíà áûòü ñâåðíóòà, óæå ìîäåðíèçèðîâàííûå 70 ñàìîëåòîâ "Ôàíòîì"Í äîëæíû îñòàòüñÿ â ñòðîþ, à îñòàëüíûå ïîäëåæàò ñïèñàíèþ;

  • íåîáõîäèìî ïðèíÿòü íà âîîðóæåíèå ïðîìåæóòî÷íûé èñòðåáèòåëü (ïðèìåðíî 36 ñàìîëåòîâ), êîòîðûé ïîñëå ïðèíÿòèÿ íà âîîðóæåíèå ñàìîëåòà EF2000 äîïîëíèë áû åãî;

  • ïðîãðàììà EF2000 äîëæíà áûòü ðàñòÿíóòà ïî âðåìåíè åùå íà ÷åòûðå ãîäà (äî 2006 ã.), à êîëè÷åñòâî çàêóïàåìûõ ñàìîëåòîâ ñîêðàùåíî ñî 140 äî 100.

 êà÷åñòâå ïðîìåæóòî÷íîãî òèïà èñòðåáèòåëÿ âîçìîæíà çàêóïêà ñàìîëåòà ÌèÃ-29Ì (õîòÿ òàêîå ðåøåíèå è êàæåòñÿ "íåóäîáîïðèåìëåìûì ïî ïîëèòè÷åñêèì ìîòèâàì"), â ýòîì ñëó÷àå ðàñõîäû íà ïðîãðàììó EF2000 ñîêðàòÿòñÿ íà 1,8 ìëðä. ìàðîê è ñîñòàâÿò 12 ìëðä. ìàðîê. Âûãîäíîé äëÿ Ãåðìàíèè ÿâëÿåòñÿ òàêæå ïðåäëàãàåìàÿ ñèñòåìà îïëàòû çàêóïêè ÌèÃîâ, ïðè êîòîðîé ïîëîâèíà ñòîèìîñòè çàêàçà ïîéäåò â ñ÷åò ïîãàøåíèÿ ðîññèéñêèõ äîëãîâ. ÔÀÀ îöåíèâàåò ñòîèìîñòü îäíîãî ñàìîëåòà ÌèÃ-29Ì â 60 ìëí. ìàðîê. Ïîñòàâêè ìîãóò íà÷àòüñÿ â 1997 ã. ñ òåìïîì 12 ñàìîëåòîâ â ãîä. Âåñíîé 1994 ã. ðîññèéñêàÿ ñòîðîíà ïðåäëîæèëà ïîñòàâèòü Ãåðìàíèè 100 èñòðåáèòåëåé ÌèÃ-29Ì â ñ÷åò ïëàòåæåé ïî ãîñóäàðñòâåííîìó äîëãó (80 ìëðä. ìàðîê). Öåíà îäíîãî ñàìîëåòà 20 ìëí. ìàðîê.

Îäíàêî, ÷òîáû ñêëîíèòü ðîññèéñêîå ðóêîâîäñòâî ê âîçîáíîâëåíèþ ôèíàíñèðîâàíèÿ çàìîðîæåííîé ïðîãðàììû ÌèÃ-29, ãåðìàíñêàÿ ñòîðîíà äîëæíà áóäåò õîòÿ áû ÷àñòè÷íî îïëàòèòü ðàñõîäû ïî åå çàâåðøåíèþ. Êðîìå ñàìîëåòà ÌèÃ-29Ì, â êà÷åñòâå âîçìîæíîé àëüòåðíàòèâû åâðîèñòðåáèòåëþ íàçûâàëèñü ñàìîëåòû F-1S, F-16, F/A-18 è SAAB JAS-39.

Àëüòåðíàòèâíûì âàðèàíòîì ìîæåò ÿâèòüñÿ àðåíäà (ëèçèíã) íà ñðîê 5-10 ëåò àìåðèêàíñêèõ èñòðåáèòåëåé Ìàêäîííåëë-Äóãëàñ F-15 è Ëîêõèä F-16. Ëèçèíã 24 ñàìîëåòîâ F-15C áóäåò ñòîèòü 265-530 ìëí. äîëë. (â çàâèñèìîñòè îò ïðåäîñòàâëÿåìîãî äîïîëíèòåëüíîãî îáñëóæèâàíèÿ), à ëèçèíã òàêîãî æå êîëè÷åñòâà èñòðåáèòåëåé F-16 îáîéäåòñÿ â 145-265 ìëí. äîëë. Ôèðìà Ëîêõèä æå ïðåäëîæèëà Ãåðìàíèè çàêóïèòü ìîäåðíèçèðîâàííûå èñòðåáèòåëè F-16C ñåðèè 50 ïî öåíå 20 ìëí. äîëë. çà ñàìîëåò.

Ïðè ñîçäàíèè ñàìîëåòà ñòàâèëàñü çàäà÷à ïðåâçîéòè ïî ìàíåâðåííûì õàðàêòåðèñòèêàì èñòðåáèòåëè F-15, F-16 è F/A-18. Åâðîïåéñêèå àíàëèòèêè ïîëàãàþò, ÷òî íà ìàëûõ âûñîòàõ EF2000 áóäåò èìåòü ïðåâîñõîäñòâî è íàä ìîäåðíèçèðîâàííûì ñàìîëåòîì Ñó-27. Áîåâîé ðàäèóñ äåéñòâèÿ, áîìáîâàÿ íàãðóçêà è ïðîäîëæèòåëüíîñòü ïîëåòà åâðîèñòðåáèòåëÿ òàêèå æå, êàê è ó ñàìîëåòà Ïàíàâèà "Òîðíàäî".

Ïðåñëåäóÿ öåëü ìàêñèìàëüíîé èíòåðíàöèîíàëèçàöèè ïðîåêòà åâðîèñòðåáèòåëÿ, ðóêîâîäñòâî êîíñîðöèóìà Åâðîôàéòåð â íà÷àëå ðàáîòû ñîçíàòåëüíî ïîøëî íà íåêîòîðîå íåïðîãíîçèðóåìîå óâåëè÷åíèå ñòîèìîñòè ïðîåêòà. Çàêëþ÷åíî äâà ýêñïîðòíûõ êîíòðàêòà íà ïîñòàâêó ñàìîëåòîâ EF-2000 â Àâñòðèþ è Ñàóäîâñêóþ Àðàâèþ.

Ïåðâîíà÷àëüíî äî 2015 ãîäà êîíñîðöèóì "Åâðîôàéòåð" ïëàíèðîâàë ïîñòàâèòü òðåìÿ òðàíøàìè ïî 148, 236 è 236 åä. Îäíàêî â èþíå 2007 ãîäà ÌÎ Àâñòðèè è "Åâðîôàéòåð" äîñòèãëè äîãîâîðåííîñòè î ñîêðàùåíèè êîëè÷åñòâà çàêàçàííûõ ñàìîëåòîâ ñ 18 äî 15 åä. è èçìåíåíèè ìîäèôèêàöèè ñ "Òðàíø-2" íà "Òðàíø-1". Ñ ó÷åòîì êîíòðàêòà íà ïîñòàâêó 72 èñòðåáèòåëåé Ñàóäîâñêîé Àðàâèè, íà ñåãîäíÿøíèé äåíü ïðîãðàììà EF-2000 "Òàéôóí" âêëþ÷àåò ïðîèçâîäñòâî 707 ñàìîëåòîâ äëÿ 6 çàêàç÷èêîâ.

Ñîãëàøåíèå î ïðîèçâîäñòâå è ïîñòàâêå ñàìîëåòîâ "Òðàíøà-2" áûëî ïîäïèñàíî ñòðàíàìè-ó÷àñòíèêàìè ïðîãðàììû 14 äåêàáðÿ 2004 ãîäà. Ïåðâûé ñàìîëåò ýòîé âåðñèè ïîäíÿëñÿ â âîçäóõ 16 ÿíâàðÿ 2008 ãîäà íà ïðåäïðèÿòèè ÅÀÄÑ â Ìàí÷èíãå.

Ïî èíôîðìàöèè "Åâðîôàéòåð", â íàñòîÿùåå âðåìÿ íà ñáîðî÷íûõ ëèíèÿõ ó÷àñòíèêîâ êîíñîðöèóìà â ðàçíîé ñòàäèè ãîòîâíîñòè íàõîäèòñÿ îêîëî 60 ñàìîëåòîâ "Òðàíøà-2". Âñëåä çà Àãåíòñòâîì NETMA ïîñòàâëåííûå ñàìîëåòû ýòîé âåðñèè ïðèìåò è ñåðòèôèöèðóåò êàæäîå èç ãîñóäàðñòâ, ó÷àñòâóþùèõ â ïðîåêòå. Ïåðâûå èñïûòàòåëüíûå ïîëåòû ïåðåä ïðèåìêîé ñàìîëåòîâ íà âîîðóæåíèå óæå íà÷àëèñü ëåòîì òåêóùåãî ãîäà.

Ñàìîëåòû ñòàíäàðòà "Òðàíøà-2" îòëè÷àþòñÿ îò "Òðàíøà-1" íîâûì áîðòîâûì êîìïüþòåðîì, óñèëåííûì øàññè, óëó÷øåííûì ïàêåòîì àâèîíèêè, óñîâåðøåíñòâîâàííûìè ñèñòåìàìè âîîðóæåíèÿ êëàññà "âîçäóõ-çåìëÿ".

Ïðåäëîæåíèÿ ïî ïðîèçâîäñòâó ñàìîëåòîâ "Òðàíøà-3" óæå ïðåäñòàâëåíû ñòðàíàì-ó÷àñòíèêàì è àãåíòñòâó NETMA. Êàê îæèäàåòñÿ, ñîãëàøåíèå î ïðîèçâîäñòâå 236 ñàìîëåòîâ â ðàìêàõ "Òðàíøà-3" áóäåò ïîäïèñàíî â êîíöå 2008 - íà÷àëå 2009 ãã.  ýòîì ñëó÷àå ïåðâûå èñòðåáèòåëè âåðñèè "Òðàíøà-3" áóäóò èçãîòîâëåíû â 2013 ãîäó. Òåõíè÷åñêîå îïèñàíèå ñàìîëåòà EF2000.

Ñàìîëåò âûïîëíåí ïî àýðîäèíàìè÷åñêîé ñõåìå "óòêà" ñ öåëüíîïîâîðîòíûì ñðåäíåðàñïîëîæåííûì ÏÃÎ, íèçêîðàñïîëîæåííûì òðåóãîëüíûì êðûëîì è îäíîêèëåâûì âåðòèêàëüíûì îïåðåíèåì. 40% ìàññû ïëàíåðà ñîñòàâëÿþò óãëåïëàñòèêè, 20% - àëþìèíèåâî-ëèòèåâûå ñïëàâû "Ëèòàëü"À (Al-Li 8090), 18% - ñïëàâû àëþìèíèÿ, 12% - òèòàíîâûå ñïëàâû è 10% - ñòåêëîïëàñòèêè. Íà óãëåïëàñòèêè ïðèõîäèòñÿ 70% ïîâåðõíîñòè ïëàíåðà, ñòåêëîïëàñòèêè ñîñòàâëÿþò 12%, ìåòàëë - 15%, äðóãèå êîíñòðóêöèîííûå ìàòåðèàëû - îêîëî 3%. Êîíòðàêòîì ïðåäóñìîòðåíî, ÷òî ìàññà ïóñòîãî ñàìîëåòà íå äîëæíà ïðåâûøàòü 9999 êã.  äàëüíåéøåì âîçìîæíî ïðèìåíåíèå óñîâåðøåíñòâîâàííûõ àëþìèíèåâî-ëèòèåâûõ ñïëàâîâ, íàïðèìåð "Ëèòàëü"Â. Ðàñ÷åòíûé ðåñóðñ êîíñòðóêöèè 6000 ÷.

Ïî óòâåðæäåíèþ ïðåäñòàâèòåëåé êîíñîðöèóìà Åâðîôàéòåð, ñàìîëåò èìååò ìàëóþ ÝÏÐ, â åãî êîíñòðóêöèè ïðèìåíåíû ðàäèîïîãëîùàþùèå ìàòåðèàëû, äëÿ îáíàðóæåíèÿ öåëåé øèðîêî ïðèìåíÿþòñÿ ïàññèâíûå äàò÷èêè.

Ñòðåëîâèäíîñòü êðûëà ïî ïåðåäíåé êðîìêå ñîñòàâëÿåò 53 ãðàä, óäëèíåíèå 2,2. Êðûëüåâàÿ ìåõàíèçàöèÿ âêëþ÷àåò ïî îäíîé ñåêöèè ôëàïåðîíîâ (âíåøíèå ïîâåðõíîñòè) è çàâèñàþùèõ ýëåâîíîâ (âíóòðåííèå ïîâåðõíîñòè), à òàêæå ïî äâå ñåêöèè îòêëîíÿåìûõ íîñêîâ íà êàæäîé êîíñîëè. Ïëîùàäü ïåðåäíåãî ãîðèçîíòàëüíîãî îïåðåíèÿ, âûïîëíåííîãî â îñíîâíîì èç óãëåïëàñòèêà, 2,40 ì2.

Îäíàêî äëÿ óñòðàíåíèÿ ïðîáëåì ñ íàãðåâîì äèñêîâ êîëåñ ïðè èíòåíñèâíîì òîðìîæåíèè ïîòðåáíàÿ äëèíà ÂÏÏ, ñîñòàâëÿâøàÿ, ñîãëàñíî ïåðâîíà÷àëüíûì ïëàíàì, 500 ì, óâåëè÷åíà äî 700 ì. Äëÿ àâàðèéíîãî òîðìîæåíèÿ íà ñàìîëåòå èìååòñÿ òîðìîçíîé ïàðàøþò.

Ïåðâûå äâà îïûòíûõ èñòðåáèòåëÿ EF2000 îñíàùåíû äâèãàòåëÿìè Òóðáî-Óíèîí RB199-122 (2 õ 7260 êòî), àíàëîãè÷íûìè óñòàíîâëåííûì íà ñàìîëåòå "Òîðíàäî". Ñèëîâàÿ óñòàíîâêà îñòàëüíûõ ñàìîëåòîâ áóäåò ñîñòîÿòü èç äâóõ ÒÐÄÄÔ Åâðîäæåò EJ200 (2 õ 9200 êãñ).

EJ200 - äâóõâàëüíûé äâóõêîíòóðíûé òóðáîâåíòèëÿòîðíûé äâèãàòåëü ñ ôîðñàæíîé êàìåðîé.  åãî êîíñòðóêöèè èñïîëüçóþòñÿ ìîíîêðèñòàëëè÷åñêèå òóðáèííûå ëîïàòêè, âñåðåæèìíàÿ öèôðîâàÿ ñèñòåìà óïðàâëåíèÿ, äèñêè èç ïîðîøêîâûõ ìàòåðèàëîâ, ùåòî÷íûå óïëîòíåíèÿ è âñòðîåííàÿ ñèñòåìà äèàãíîñòèðîâàíèÿ. Ïðè èçãîòîâëåíèè íåïîäâèæíûõ ÷àñòåé äâèãàòåëÿ øèðîêî ïðèìåíÿþòñÿ ÊÌ. Êàìåðà ñãîðàíèÿ ÒÐÄÄÔ èìååò òåðìîèçîëèðóþùåå ïîêðûòèå èç êåðàìè÷åñêîãî ìàòåðèàëà. Ìàññà äâèãàòåëÿ îêîëî 900 êã.

Íà èñòðåáèòåëå ïðèìåíåí íåðåãóëèðóåìûé ïîäôþçåëÿæíûé âîçäóõîçàáîðíèê ñ êðèâîëèíåéíîé íèæíåé êðîìêîé è ïðÿìîóãîëüíûìè áîêîâûìè êðîìêàìè, ðàçäåëåííûé âåðòèêàëüíîé ïåðåãîðîäêîé íà äâà êàíàëà (äëÿ ïîäâîäà âîçäóõà ê êàæäîìó äâèãàòåëþ), èìåþùèé íåïîäâèæíóþ âåðõíþþ è îòêëîíÿåìóþ íèæíþþ ïàíåëü.

Òîïëèâî ðàçìåùàåòñÿ â ïðîòåêòèðîâàííûõ áàêàõ â ôþçåëÿæå, êðûëå è êèëå. Íà öåíòðàëüíîì è äâóõ ïîäêðûëüåâûõ óçëàõ âíåøíåé ïîäâåñêè ìîãóò ðàçìåùàòüñÿ ÏÒÁ: äâà åìêîñòüþ ïî 1000 ë è îäèí (ïîäôþçåëÿæíûé) íà 1500 ë. Ïðåäóñìîòðåíî èñïîëüçîâàíèå ñèñòåìû äîçàïðàâêè òîïëèâîì â ïîëåòå.

Êîíñîðöèóì Åâðîôàéòåð óòâåðæäàåò, ÷òî ñàìîëåò èìååò ñòîèìîñòü æèçíåííîãî öèêëà íà 30% ìåíüøå, ÷åì ó çàìåíÿåìûõ èì ñàìîëåòîâ. Íà 1 ëåòíûé ÷àñ òðåáóåòñÿ âñåãî 10 ÷åë.-÷ íàçåìíîãî îáñëóæèâàíèÿ ( äëÿ ñðàâíåíèÿ: ó ñàìîëåòà F/A-18 ýòîò ïîêàçàòåëü ñîñòàâëÿåò 27,5 ÷åë.-÷). Çàìåíà äâèãàòåëÿ íà EF2000 ïðîèçâîäèòñÿ áðèãàäîé èç ÷åòûðåõ ÷åëîâåê â òå÷åíèå 45 ìèí. Íà 1000 ÷ íàëåòà ó åâðîèñòðåáèòåëÿ îæèäàåòñÿ ìåíåå 400 îòêàçîâ (íà F/A-18 - 1012 îòêàçîâ).

Ýëåêòðîäèñòàíöèîííàÿ ñèñòåìà óïðàâëåíèÿ ïîëåòîì (ÝÄÑÓ) êâàäðóïëåêñíàÿ àäàïòèâíàÿ, íå èìåþùàÿ ðåçåðâíîé ìåõàíè÷åñêîé ïðîâîäêè. Îíà îáåñïå÷èâàåò èñêóññòâåííóþ óñòîé÷èâîñòü ñàìîëåòà, áåçîïàñíîå ïèëîòèðîâàíèå íà ïðåäåëüíûõ ðåæèìàõ (èìåþòñÿ àâòîìàòû çàùèòû îò âûõîäà íà êðèòè÷åñêèå ðåæèìû), îñëàáëåíèå âîçäåéñòâèÿ ïîðûâîâ âåòðà è âûñîêóþ ìàíåâðåííîñòü íà óñòàíîâèâøèõñÿ ðåæèìàõ.

Ñèñòåìà óïðàâëåíèÿ âîîðóæåíèåì èñòðåáèòåëÿ âêëþ÷àåò ìíîãîðåæèìíóþ êîãåðåíòíóþ èìïóëüñíî-äîïëåðîâñêóþ ÁÐËÑ ECR90 è ÈÊ ñèñòåìó ïåðåäíåãî îáçîðà PIRATE.

ÁÐËÑ ECR90 ðàçðàáàòûâàåòñÿ êîíñîðöèóìîì Åâðî-ðàäàð, â ñîñòàâ êîòîðîãî âõîäÿò áðèòàíñêàÿ ôèðìà GEC-Ôåððàíòè, ãåðìàíñêàÿ Òåëåôóíêåí, èòàëüÿíñêàÿ FIAR è èñïàíñêàÿ INISEJL Ñòàíöèÿ èìååò ïðîãðàììèðóåìûé ïðîöåññîð ñèãíàëîâ, îáåñïå÷èâàþùèé áûñòðóþ ñìåíó ðåæèìîâ ðàáîòû. Îíà ïðèíàäëåæèò ê òðåòüåìó ïîêîëåíèþ ðàäèîëîêàòîðîâ è ñîçäàåòñÿ íà îñíîâå ÁÐËÑ "Áëþ Âèêñåí", ðàçðàáîòàííîé â ñâîå âðåìÿ äëÿ ñàìîëåòà Áðèòèø Àýðîñïåéñ "Ñè Õàððèåð" FRS.2. Ñòàíöèÿ èìååò ïëîñêóþ àíòåííóþ ðåøåòêó ñ ìåõàíè÷åñêèì ñêàíèðîâàíèåì ïî àçèìóòó è îïòèìèçèðîâàíà, ãëàâíûì îáðàçîì, äëÿ ðàáîòû â ðåæèìå âîçäóõ - âîçäóõ. Ïåðâîíà÷àëüíî ïðåäïîëàãàëîñü îáåñïå÷èòü îäíîâðåìåííîå ñîïðîâîæäåíèå äî äåñÿòè âîçäóøíûõ öåëåé, îäíàêî â äàëüíåéøåì áûëî ðåøåíî îãðàíè÷èòüñÿ øåñòüþ öåëÿìè. Òðåáîâàíèÿ ê ñòàíöèè âêëþ÷àþò âîçìîæíîñòü ïîðàæåíèÿ âîçäóøíûõ öåëåé íà âñåõ ðàêóðñàõ, â ñâîáîäíîì ïðîñòðàíñòâå è íà ôîíå ïîäñòèëàþùåé ïîâåðõíîñòè, à òàêæå âûñîêóþ ïîìåõîçàùèùåííîñòü â óñëîâèÿõ ïðèìåíåíèÿ ïðîòèâíèêîì ñðåäñòâ ÐÝÏ.

ÈÊ ñèñòåìà PIRATE êîíòåéíåðíîãî òèïà, ðàçðàáàòûâàåòñÿ ñ ñåíòÿáðÿ 1992 ã. êîíñîðöèóìîì Åâðîôåðñò (Eurofirst) â ñîñòàâå ôèðì FIAR (Èòàëèÿ), Òîðí-ÅÌ1 (Âåëèêîáðèòàíèÿ) è Åâðîòðîíèêà (Èñïàíèÿ). Îíà äîëæíà óñòàíàâëèâàòüñÿ íà ëåâîì ïîäôþçåëÿæíîì óçëå âíåøíåé ïîäâåñêè. Ñèñòåìà ïðåäíàçíà÷åíà äëÿ îáíàðóæåíèÿ âîçäóøíûõ è íàçåìíûõ öåëåé.  ðåæèìå îáíàðóæåíèÿ è ñîïðîâîæäåíèÿ âîçäóøíûõ öåëåé ïîñðåäñòâîì òåïëîïåëåíãàöèè áóäåò ôîðìèðîâàòüñÿ èçîáðàæåíèå, áëèçêîå ê ðàäèîëîêàöèîííîìó, à â òåïëîâèçèîêíîì ðåæèìå, áîëåå ïîäõîäÿùåì äëÿ ðàáîòû ïî çåìëå, - ìîíîõðîìíàÿ êàðòèíà, îòîáðàæàåìàÿ íà ÈË Ñ èëè ìíîãîôóíêöèîíàëüíîì èíäèêàòîðå íà ïðèáîðíîé äîñêå. Ïðîòîòèï ñèñòåìû, ïðîõîäÿùèé íàçåìíûå èñïûòàíèÿ. îáåñïå÷èâàåò äàëüíîñòü îáíàðóæåíèÿ äî 9 êì ïî ñàìîëåòàì è îêîëî 6 êì ïî âåðòîëåòàì.

Ñàìîëåò EF2000 îñíàùåí èíåðöèàëüíîé íàâèãàöèîííîé ñèñòåìîé ñ êîëüöåâûìè ëàçåðíûìè ãèðîñêîïàìè, íàøëåìíûì ïðèöåëîì-èíäèêàòîðîì, àïïàðàòóðîé àíàëèçà, îïîçíàâàíèÿ è îïðåäåëåíèÿ ïðèîðèòåòà óãðîæàþùèõ ñðåäñòâ íàïàäåíèÿ ïðîòèâíèêà, âû÷èñëèòåëÿìè îáëàñòè âîçìîæíîãî ïðèìåíåíèÿ âîîðóæåíèÿ, à òàêæå îáîðîíèòåëüíûõ è íàñòóïàòåëüíûõ ìàíåâðîâ.

Ôèðìà Ìàðêîíè èññëåäîâàëà âîçìîæíîñòü ïðèìåíåíèÿ íà ñàìîëåòå íàâèãàöèîííîé ñèñòåìû ÒÒÀ (Total Terrain Avionics) ñ èñïîëüçîâàíèåì öèôðîâîé êàðòû ìåñòíîñòè äëÿ îáõîäà íàçåìíûõ ïðåïÿòñòâèé ïðè ïîëåòå íà ìàëûõ âûñîòàõ.

Îáîðîíèòåëüíàÿ ñèñòåìà DASS - ñàìûé äîðîãîñòîÿùèé ýëåìåíò ðàäèîýëåêòðîííîãî îáîðóäîâàíèÿ, ñîçäàííûé äëÿ åâðîèñòðåáèòåëÿ, - îáåñïå÷èâàåò ñèíòåçèðîâàíèå è îöåíêó èíôîðìàöèè, ïîëó÷àåìîé îò ïðèåìíèêîâ ðàäèîëîêàöèîííîãî è ëàçåðíîãî èçëó÷åíèÿ, äðóãèõ äàò÷èêîâ, à òàêæå àâòîìàòè÷åñêîå âêëþ÷åíèå íåîáõîäèìûõ àêòèâíûõ (ïåðåäàò÷èêè ïîìåõ, áóêñèðóåìûå ëîæíûå öåëè) è ïàññèâíûõ ñðåäñòâ çàùèòû è ïðåäóïðåæäåíèÿ î íàèáîëåå îïàñíîé óãðîçå. Êîíòåéíåðû ñ àïïàðàòóðîé ÐÝÏ ðàñïîëîæåíû íà êîíöàõ êîíñîëåé êðûëà (íà ñàìîëåòàõ ÂÂÑ ÔÐà îò èñïîëüçîâàíèÿ ýòîé ñèñòåìû, âîçìîæíî, ïðèäåòñÿ îòêàçàòüñÿ ïî ôèíàíñîâûì ñîîáðàæåíèÿì).

Íà èñòðåáèòåëå èìååòñÿ 13 óçëîâ âíåøíåé ïîäâåñêè. Òèïîâîé ñîñòàâ âîîðóæåíèÿ äëÿ âåäåíèÿ âîçäóøíîãî áîÿ - ÷åòûðå ÓÐ ñðåäíåé äàëüíîñòè AIM-120 AMRAAM, "Àñïèä" (íà ñàìîëåòàõ ÂÂÑ Èòàëèè) èëè "Ñêàéôëýø" (íà áðèòàíñêèõ ñàìîëåòàõ), ðàçìåùåííûå ïîä ôþçåëÿæåì â ïîëóóòîïëåííîì ïîëîæåíèè, à òàêæå äâå ÓÐ ìàëîé äàëüíîñòè AIM-9 "Ñàéäóèíäåð" èëè ASRAAM íà êðàéíèõ ïîäêðûëüåâûõ óçëàõ âíåøíåé ïîäâåñêè. Îáùåå ÷èñëî ðàêåò êëàññà âîçäóõ - âîçäóõ ìîæåò äîñòèãàòü 10, îäíàêî äàæå ñ òàêèì âîîðóæåíèåì âçëåòíàÿ ìàññà èñòðåáèòåëÿ íå äîëæíà ïðåâûøàòü 18 140 êã (40000 ôóíòîâ). Íà òðåõ óçëàõ âíåøíåé ïîäâåñêè âîçìîæíî ðàçìåùåíèå ÏÒÁ. Ñàìîëåò îñíàùåí 27-ìì ïóøêîé ôèðìû Ìàóçåð.

Ïðè âûïîëíåíèè óäàðíûõ îïåðàöèé ñàìîëåò ìîæåò áðàòü äî 6500 êã áîìá íà ñåìè óçëàõ âíåøíåé ïîäâåñêè, à òàêæå øåñòü ÓÐ êëàññà âîçäóõ - âîçäóõ. Áîåâîé ðàäèóñ äåéñòâèÿ èñòðåáèòåëÿ ïðè âåäåíèè áîðüáû çà çàâîåâàíèå ïðåâîñõîäñòâà â âîçäóõå ñîñòàâëÿåò áîëåå 1000 êì, ïðè âûïîëíåíèè óäàðíûõ îïåðàöèé ïî ïðîôèëþ ìàëàÿ - ìàëàÿ âûñîòà áîëåå 325 êì è ïî ïðîôèëþ áîëüøàÿ - ìàëàÿ - áîëüøàÿ âûñîòà áîëåå 1000 êì. Ñàìîëåò ñïîñîáåí ïàòðóëèðîâàòü â âîçäóõå ñ âîîðóæåíèåì êëàññà âîçäóõ - âîçäóõ â òå÷åíèå 3 ÷ 15 ìèí.

Äëÿ èñòðåáèòåëÿ ðàçðàáîòàíû ïîëóêîíôîðìíûå ïîäâåñíûå òîïëèâíûå áàêè. Ïîä îäíèì èç ôþçåëÿæíûõ óçëîâ ïîäâåñêè ìîæíî ðàçìåñòèòü ëàçåðíûé äàëüíîìåð-öåëåóêàçàòåëü (ËÄÖÓ).  êîíòåéíåðàõ íà ýàêîíöîâêàõ êðûëà ðàñïîëîæåíû áëîêè ÈÊ ëîâóøåê è àïïàðàòóðà ÐÝÏ. Ïðèíÿòû ìåðû ïî ñíèæåíèþ ÝÏÐ ñàìîëåòà. Íåñìîòðÿ íà çíà÷èòåëüíîå êîëè÷åñòâî íà áîðòó èñòðåáèòåëÿ îáîðîíèòåëüíûõ ñèñòåì, äëÿ èõ ðàçìåùåíèÿ íå çàäåéñòâîâàíî íè îäíîãî ïèëîíà.

Êàòàïóëüòèðóåìîå êðåñëî Ìàðòèí-Áåéêåð Ìê16À îáåñïå÷èâàåò àâàðèéíîå ïîêèäàíèå ñàìîëåòà â øèðîêèõ äèàïàçîíàõ ðåæèìîâ ïîëåòà, â òîì ÷èñëå è íà ñòîÿíêå. Óãîë íàêëîíà ñïèíêè êðåñëà òðàäèöèîííûé äëÿ èñòðåáèòåëåé ïðåäûäóùåãî ïîêîëåíèÿ - 18 ãðàä. Îò èñïîëüçîâàíèÿ êðåñëà ñ áîëüøèì óãëîì íàêëîíà áûëî ðåøåíî îòêàçàòüñÿ â ñâÿçè ñ óõóäøåíèåì îáçîðà íàçàä, à òàêæå íåîáõîäèìîñòüþ ïðèìåíåíèÿ ïðè ýòîì áîêîâîé ðó÷êè óïðàâëåíèÿ è áîëåå âûñîêîãî ðàñïîëîæåíèÿ èíäèêàòîðîâ íà ïðèáîðíîé äîñêå.

Èìååòñÿ íàøëåìíûé ïðèöåë-èíäèêàòîð ñ âûâîäîì ñèìâîëîâ ïîëåòíîé èíôîðìàöèè, äàííûõ ðàäèîïðèöåëà, òåïëîâèçîðà è èíôîðìàöèè, íåîáõîäèìîé äëÿ öåëåóêàçàíèÿ ÓÐ ASRAAM.
