Free — Neo Geo 3ds Cia
Disclaimer: This guide is for educational and preservation purposes. The process described below involves modifying your Nintendo 3DS system. Modifying your console carries a risk of bricking (rendering the device unusable) if instructions are not followed correctly. Additionally, downloading or distributing copyrighted ROM files or CIA packages of games you do not own is illegal in many jurisdictions. Support the original developers whenever possible.
Part 2: The Legal Grey Area
Let’s address the elephant in the room.
- Official CIAs: If you own a legitimate digital copy of King of Fighters '98 from the Nintendo eShop, dumping it to a CIA file for backup purposes is technically legal in some jurisdictions (like the US under fair use provisions for archival). However, downloading pre-made CIAs from the internet is piracy.
- BIOS Files: Neo Geo emulation requires specific BIOS files (like
neogeo.zip). Distributing these is also illegal.
This article is intended for educational purposes and for users who own original Neo Geo cartridges or digital licenses and wish to consolidate their library. That said, the reality of the scene is that most “Neo Geo 3DS CIA” downloads circulating on forums and archives are indeed pirated copies. neo geo 3ds cia
How to Get Neo Geo Games Running as CIA on 3DS
Note: This requires a hacked 3DS with custom firmware (Boot9Strap + Luma3DS).
Method 1 – Install official eShop CIAs
If you already own the official ACA Neo Geo releases, you can dump them (using GodMode9) or find your purchased CIAs. These run flawlessly but cost money per title. Disclaimer: This guide is for educational and preservation
Method 2 – Inject Neo Geo ROMs into a CIA
- Download the Neo Geo ROM (usually in
.neoor.zipformat) and its associated BIOS (neogeo.zip). - Use New Super Ultimate Injector for 3DS on your PC.
- Select “Neo Geo” as the platform, then load your ROM and BIOS.
- Configure controls and icon art, then generate a
.ciafile. - Install the CIA via FBI on your 3DS.
Method 3 – Use RetroArch with a Neo Geo core
Install RetroArch’s 3DS CIA, then load the fbneo or mame2003_plus core. Place your Neo Geo ROMs + BIOS on the SD card. While not a single-icon solution, it handles a full library without per-game injection. Part 2: The Legal Grey Area Let’s address
Part 7: Troubleshooting Common Neo Geo 3DS CIA Problems
Problem: “Missing BIOS” or black screen after loading.
- Solution: Your
neogeo.zipis either missing, corrupted, or contains the wrong BIOS version. Use a verified BIOS pack from a reputable source (search for “Neo Geo BIOS FinalBurn Neo”).
Problem: Game runs very slowly (slideshow).
- Solution: You are on an Old 3DS. There is no fix. Upgrade to a New 3DS/2DS. Alternatively, only use official ACA Neo Geo CIAs, which are optimized.
Problem: Sound is choppy in Metal Slug.
- Solution: This is common for the Neo Geo version of Metal Slug 1, 2, and X because the original cartridge used a slower ROM chip. In RetroArch, try changing the audio latency to 128ms or overclock your New 3DS using the Rosalina menu (L+Down+Select).
Problem: FBI says “Failed to install CIA” (Invalid signature).
- Solution: Ensure your Luma3DS configuration has “Enable game patching” and “Enable loading external FIRMs” turned on. Reboot the console.
