Before attempting to install the Toolbox V17, your engineering PC must meet these requirements:

Critical note: The Toolbox V17 will fail to install if TIA Portal Step 7 V17 is not already present. It is not a standalone installer.
After reboot, open TIA Portal V17 and create a new project. In the right-hand “Libraries” pane, look for:
